What is the American VPS with the ability to install Mikrotik RouterOS?

Good afternoon!
There is an office in Moscow and China (Shenzhen). The traffic between the two goes through Brisbane and the losses reach 60% at certain hours. There is no point in changing the provider or shaking someone, this is China, baby, everything is in one place there.
They advised to turn the IP cameras to the States, and from there drive to Moscow.
The problem is that I tried vultr.com, it’s impossible to put RouterOS with ISO there because there are no VirtIO drivers, as I understand it, it’s impossible to stick them into the image.
I installed Server 2008R2 and VmWare Workstation, but when I start any virtual machine, I get bsods with a random code.
How to be? Spending 5-10 bucks to "try" all American VPSs is unrealistic, does anyone know exactly which VPS works with RouterOS?

Isn't it easier to buy the cheapest vps, set up openvpn on it and wrap everything through it?

Maybe I don’t understand the essence of the problem, but why not use VyOS instead of RouterOS. The thing is cool, I use it myself in production, there are virtio drivers, a full-fledged OpenVPN, stateless, stateful configuration, excellent syntax in the CLI...

Use a VPS based on XEN, Mikrotik contains drivers for this virtualization.

profitbricks.com is a very convenient virtual infrastructure constructor, but the channel to the DC in Las Vegas is full r, and there is no possibility of migration between DCs. In Frankfurt, everything worked perfectly, the tunnel to China fell off very rarely, the losses were small.
Expensive traffic.
I settled on enwebhost.com, a DC in the UK. A sane technical support, cheap, the channel between their DCs and China is worse than before Germany, but also nothing at all.
