What is needed to create your own ip-tv broadcast?

Good day.
Faced with the need to create an ip-tv broadcast for residents of an apartment building (350 apartments), naturally on a paid basis, i.e. monthly payment method by the end user.
The essence of my question is this:
1) which is better? outbid the broadcast from a 3rd person or create your own?
2) if you create what equipment to use? (receivers, switches, etc.)
PS I'm a little far from all this, so I'll be very glad for any help and information.

If we are considering IPTV specifically, then you need to:
0) apply for registration of a telecom operator to Roskomnadzor and get a license
1) understand which channels you will broadcast.
2) negotiate (for money) with existing content providers - content aggregators.
3) understand what broadcast packets you will cut and how many there will be.
4) build a network in the house based on managed switches (any cheap lengths are possible).
5) if there are many packages, then you can buy set-top boxes with special firmware and middleware, you can "cloud".
6) install a central node, consisting of a computer or a cheap router / L3 switch, to which the content will come.
7) start broadcasting from it to the newly built network.
Contact the integrator, let him provide you with a commercial offer. Well, or pay money to specialists yourself. If you don’t know anything and don’t know how, it’s unlikely that something will work out, this is not a site to weaken on its knee.
Time Option: Content aggregators, set-top box vendors, and middleware typically sell licenses based on the number of connected planned plug-in users. And this number is very often a multiple of 1000, although it can also be 500.
Option two: if there is already a telecom operator in the house, you can try to negotiate with him and use his built infrastructure.
I would not get involved with such a volume, it is easier to offer residents to install satellite dishes. If we could make a technical coverage of at least two thousand tenants, then maybe something could be gained.
