What is Explorer blocking?

Today I found on my machine, which was on the weekend included a trace of the error:
"windows cannot access the specified device path or file, you may not have the necessary rights." Screens under

Actually tried to use icacls, but it gives out that access is denied. Did a check but didn't come up with anything. At the same time, other programs work without problems. Also ran through PSTools but the result is the same

What does icacls say?
you can also force ownership back to admins: takeown /f .\explorer.exe /a
