I often see similar words - Web 3.0 with complete decentralization of all services, communication and financial channels. But I can’t understand how it is, what does a decentralized service mean, it still needs to be administered by someone, how does this happen? What will a decentralized messenger or social network look like?

Look at Tox, Wire. It will look something like this - like a half-dead, brake, non-guaranteed delivery, craft.
You can see how the decentralized Internet will look like, for example, in I2P - as a slow, half-dead, unusable craft.
