What is custom or template website design?

the situation is this:
in order not to overpay for an individual design, I decided to tell the contractor (website creation) to make me a template design.
but i need a certain layout of buttons, contact capture forms etc etc.
will it be template design or not? because in principle, you don’t need to draw anything, only a certain structure
that generally represents the ind. design?

Template - content is adjusted to the design of the site.
Individual - the design is adjusted to the content

Template means already as ready as possible. A minimum of improvements in terms of layout and graphics.
