Creating a separate application makes sense only if:
if the application did not think about the creation of localization in advance, i. it’s faster to make a new version
if the languages ​​are radically different, for example, Russian and Arabic and Chinese, and this, again, was not thought out
if necessary for the convenience of users, i.e. do not force language selection in the settings if the system language is incorrectly determined
Otherwise: edit the existing application, you can win in the future.
because supporting another application takes time.
bug fixes can be lost along the way from the main application to another
my advice to you: edit the existing version

Another application if the meaning of the content is not relevant for other languages. For example, "receiving a pension in the Russian Federation" is useless for non-Russians
