What is better to choose cms for the project?

Which cms is better to choose to cover these functions:
- one user places an order, another user picks up the order
- the ability to send messages to each other
- fasten payment systems
- the ability to place products
- a rating system
At first glance, you can use an engine for an online store, but I I don’t know where it would be better to finish the module so that a person can place orders (NOT PRODUCTS). On the other hand, you can take the bulletin board, but is it possible again to finish all the above functions there

It's better to take some framework (Yii, Laravel) and write it from scratch :)

Personally, I would take Bitrix simply because I know him better.
But!
I will support the previous speaker - I would take Bitrix and would not try to use either his bulletin board, let alone his store module. Only as a framework + convenient admin panel and user registration system. Everything else is just custom. Those. take a framework (any) and do it on it. It is unlikely that a ready-made CMS will have the necessary functionality from a crop.
