Definitely better box + laptop HDD! And here's why:
1. Boxing is very cheap - I saw on Ali cheaper than 300 rubles, and this is for USB-3.0 (by the way, it makes no sense to buy for USB-2.0). And solid external HDDs for USB-3.0 are much less common.
2. A new laptop HDD, even with the addition of the cost of a box, is still cheaper than a solid external HDD, since it is produced in a much larger series.
3. You can buy one box and charge many different HDDs into it, then its price divided by their number will cease to matter at all.
4. With laptops such a thing - it happens that they step on the screen, or something else like that. In this case, the HDD generally goes for free, and you will receive a USB drive by purchasing only a box.

in fact, it’s the same thing, just one assembled at once, and the second separately
is like it’s better to buy a whole bike right away or take it without wheels and then buy more wheels

It doesn't matter, whichever is more convenient, do it.
