What is better for a city portal: Joomla or Drupal or Bitrix?

What are the features? What works faster, more reliably, what can be deployed faster?

Which CMS you understand more on that one and it is worth launching.
I can advise Drupal, it is more flexible and reliable, but it will also take more time to develop.
You can also develop on Wordpress, it will turn out relatively quickly, a very flexible and pleasant CMS and not a blog engine at all, as many used to think, many large portals are implemented on it.
Joomla, IMHO, is somehow not very good - you will quickly deploy it, fasten the modules, but then, over time, troubles will begin with maintenance and alteration to suit your needs, the engine is very "boxed" and monster-like.

Faster to deploy - this is clearly about Joomla. In terms of reliability, they are now approximately equal. So if you want fast and easy - then choose Joomla, if you want reliability, flexibility - then choose a framework, for example, Yii.

Where does the opinion come from that jooml / a is easier and faster to install than drupal? The installation process is almost identical (selection of the database, admin account and the name of the site). Almost everyone has the same capabilities out of the box, so Drupal can still sculpt its own data types out of the box and then use views to display as you please, and you don’t even need to be a programmer.
