Bootstrap is universal for everything, it also has responsive layout support. And it doesn’t matter drupal or joomla, you can even adapt it for django, everything will depend on your hands.

1. If the site is simple, then you can throw everything through the interface, as Nilard advised .
2. If the structure is complex and Panels and Panels Everywhere are used, then you still have to redefine a large number of teming and templates, as well as for non-bootstrap layout.
