I wanted to write that everything is simple and set up the scheduler in Windows and understand.
But I thought about it,
somewhere a trigger is understood as a trigger condition (scheduler), (time. event)
somewhere an action that fires under certain conditions (base),
https://ru.wikipedia.org/wiki/Trigger_(databases)
somewhere all together (almost). (wpf xaml)
<condition trigger> actions trigger>
The context is interesting.

At least what language do you study? And in what context?
Typically, a trigger is a function defined by the programmer that fires on some event. Called asynchronously by the system. Essentially the same as callback functions.
