How to make a program for android that determines the latitude / longitude by GPS?

Hello! The university set a summer task to write a simple tracker application for Android.
Application tasks:
- Launch and work in the background;
- At certain regular intervals (for example, every half an hour) the program reads the GPS coordinates and sends them via the network to the server;
- Optionally, if there is no network when sending, then send the coordinates to a given phone number;
- No particularly secretive modes of operation are required;
Actually, everything. I am not very familiar with Android programming yet, please give links to resources that will help in mastering the skills for writing such an application and generally indicate where to look.

if there is no (or not at all ) Network when sending, then send to the specified phone number ...

And in order to just do a Service once every 30 minutes and once every 30 minutes it does what you need
and almost forgot about the permissions in the manifest, do not forget
