Apparently it's about mikrotik. This is the functionality of the firewall for "tinting" packets for their subsequent processing by the same firewall, for example, to limit the speed. Mark packet loads more cpu than mark connection. Connection - does not mean that only tcp connections will be processed. This also works for udp traffic.
