The engine is usually a content management system, which includes an administrative panel, which in turn has the functions of managing content on the site. That is, do not prescribe fonts and size of text or pictures with pens, but set parameters through the admin panel - the site engine. Content through the admin panel is loaded very simply, like a Word document. It is very long to describe the tension on the engine itself, it is easier to find the manual and delve into it yourself. The stretch includes setting the layout for the engine parameters, the CSS itself and the path to the engine modules in HTML. But each engine has its own files that are responsible for the joint work of the engine and the actual layout as such. Have a nice work.

Pulling on Joomla is hell =) And if you have your own engine (platform, framework, etc.) or have a CMS that you know inside and out, then it's not as difficult as it seems.
But, specifically with joomla, it's hellish hell.

Use wordpress. Create a new theme based on a static site, the admin panel is convenient there - you can use

The stretch on the CMS engine is an asshole.
I'm serious. Since it’s one thing to pull up a regular page with text and pictures, and another thing to think over the categories of materials, add registration, install a bunch of modules, you may have to write something from the modules yourself if you don’t find ready-made solutions.
And free cms is viruses, hacks and other joys of life, so you need to think about it when you install ready-made modules, since no one checks them for security

A stretch on the engine in the presence of ready-made html and css files is often how to make up from scratch. But if you wish, and this can be done)
In principle, everything is not difficult to pull on the Joomla functionality (which is the default). Outside of Joomla extensions, search-install-configure-complete-decorate is a rather long and painstaking task, but also possible.
