Just install Xcode for yourself (AppStore -> search for 'xcode'). And you will immediately have an emulator. More precisely, a simulator in Apple terminology. By default, it is set only for the latest version of iOS. But you can install for some previous versions of iOS: xcode menu -> preferences, Downloads tab.
But it has one significant drawback: it executes x86/x86-64 code, not ARM code, and a few less significant ones: some frameworks are not available on it. Therefore, you still need to test your application on a real device if you want to submit your code to the AppStore.
