What is a free development server (git, issue tracker, kanban)?

Good day!
We are a small team (3 people + non-programming leader) engaged in scientific research. Computer modeling is an important part. Our programs are developed in C# (Windows for now, but transition to mono is possible) and C++ using CUDA. At the moment, everyone is "cutting" their part. But there is a desire to put things in order, raise your repository, and the CI server. There are also thoughts to try Agile. In connection with this question.
Which free tools for Agile (issue tracker, kanban), git server and CI server can you recommend.
If there are no free options or, in your opinion, they have drawbacks, offer options with payment. Budget: up to $20/month for everything.

youtrack: to your server for free (the cost of hosting) or ondemand for $20
as a server for git you can choose bitbacket.org for you ( up to 5 people) will be released for free
If you want ci, then take youtrack + CI server on your server (honestly, I just don’t know which one is better for .net), if you take jenkins, then I think you should have enough memory space for both on the same server.

If you want to install on your server, then AgileTeam would be better . It is free and unlimited, open source.
