What is a free android development environment for HTML with sale on Google Play?

On what or in what to make a project on html + js + css so that it runs under Android, and preferably under other mobile platforms.
Actually, you need to make a project and freely sell it through Google Play, without buying any sales rights from the sdk or developer statuses.
Preferably the environment for which there are add-ons, development examples and normal support (preferably Russian)

Well, I'm for Appcelerator. I don’t know how it is now, but earlier there was no support for native ui device elements in fongap.
