What is a file manager with tab groups for windows?

I was puzzled by finding a solution for managing files and folders. Maybe someone has a successful experience with this approach. The bottom line is, there is a huge network drive in a folder of objects, inside each object there are a bunch of different folders and files, searching for something there is not an easy task, because. used by many people from different departments. Sometimes letters are sent to these objects with a link to some folder files and this must be stored somewhere (not in letters). At the moment I use Total Commander with its tabs, tab blocking. But when 4-6 or more objects go in parallel, each with 10 tabs open, it becomes difficult to navigate, there are too many tabs, their names lose their meaning and chaos begins. So the idea came up, find a file manager or set it up like this,

What do you mean by object? Is it a building object or closer to object oriented programming?
The company I work for solved this problem by creating a hierarchical directory structure. At the top of the hierarchy is the "Exchange Folder" directory on a large network drive, it contains a bunch of subdirectories corresponding to the company's divisions ("IT department", "Accounting", "Logistics", etc.), and they have their own subdirectories with the names of employees . Everyone is responsible for their own data. It seems to me that this is the most sensible approach: if more than one person is responsible for the work, then no one is to blame. If less than one, then even more so.
Is there no shortcuts for folders in total commander?
Or a menu user to set up anything in it?
I drown for PAR, where I would solve such problems for myself.
For example, you can make yourself a folder in which to throw links to other folders, and name the links as you understand. In PAR, it would be possible to create such a macro.
