You can try using FixLimUserWindows, it should work for Windows Xp 32-bit, Windows 7 32-bit, Windows 7 64-bit. It is better to run it in safe mode, then it will immediately replace everything, but if in normal mode, then a patched file will appear on the desktop, which then will need to be rewritten in safe mode to system32.
