I'm interested in this moment: what information can a Russian ATM get about a card of third-party origin, say payoneer? Those. the name of the bank, the country of origin of my account and something else, can it recognize from my payoneer card?

If only the magnetic strip is readable, then on the first strip. if I'm not mistaken, only the card number, validity period and the name / surname of the card holder. On the second track, the card number, validity period and technical information, plus a pin code validation code (PVV). So it depends on what technical capabilities the ATM has.
If the ATM reads the chip, then there is much more information. There is a country code of the bank that issued the card, limits for servicing without communication with the bank, and so on. Most of it relates to security (certificates, cardholder verification algorithms, etc.).
The name of the bank is optional, the bank will receive this information in the authorization response when the withdrawal request is first forwarded to the visa / mastercard, and then to the bank that issued the card. Also in the answer will be the account number to which the card is linked and possibly the account balance.
