30t.r. this is a verdict, only aging and weak hardware, it’s banal that there won’t be enough money for 32g RAM, so lower the requirement to 16 (you’ll buy it later).
Also, the requirement for two monitors can be very annoying, since motherboards do not often contain two video outputs. And the presence of a built-in video card halves the choice.
Try to start your search with this
https://www.e-katalog.ru/GIGABYTE-A520M-DS3H.htm (the cheapest of the normal ones I found with support for as many as three non-dsub monitors)

There would be money
посоветовал бы Rysen 7 5700g (3310 single thread rating, 16mb l3 cache) но у него цена 30т+
Simpler solution AMD Ryzen 5 Raven Ridge 2400G ( 2162 single thread) ~17t.r.
Be careful with the choice of RAM, carefully read the support list of both the processor and the motherboard
. Intel can probably pay attention to this
Intel Core i5 Rocket Lake i5-11400 ( 3052 single thread rating) ~ 17t.r. (something strange with this price, too cheap for such hardware now)
https://www.e-katalog.ru/ASUS-PRIME-H510M-R.htm ~6t.r.
It will take about 6-10t.r. for 16gb RAM. Take it with one bar, don't chase the dual channel, it's not worth it, and it will be easier to buy more
power supply later 5t.r. and little things

You can’t find anything good for that kind of money, you need to take it from 100k rubles, try to find trash with Avito

I bought myself a ThinkPad W530 for work. Added memory and SSD to it. Everything works pretty well.
Used laptop - but the hardware in these computers was great.
Plus a chic choice of integrated peripherals.
Plus unbeatable reliability.
