qemu / kvm should be able to do this, but I haven’t seen beautiful instructions for this, it’s quite possible that you will have to build both qvm and the kernel for this case
and you will definitely need root, but this is not the biggest problem, rebuilding the kernel or at least a module for it is not available for every android device, as manufacturers diligently spit on the license
