What home server configuration is suitable for hosting a simple site and file storage?
The essence of the problem is this. You need to host a site that accepts files weighing up to 3-4 GB with attendance of no more than 20-30 people at a time. Also on the server there will be a file washer of no more than 1-2 TB and sending files weighing up to 50-60 GB.
Ideally, the server should be compact with passive cooling and a budget of up to 10-15k. I looked at the option with the ASROCK D1800M board with a soldered Celeron J1800 processor and 4 GB of RAM 1333. Will such a configuration be able to pull off the task or do you need a more powerful option?

You need to start with the network configuration :) As soon as the wire detects synchronous traffic in both directions on your connection (a jump is equal to a download) - it can shape you the most I don’t want or just terminate the contract - it will find a reason. You can stipulate this in advance and pick up some kind of tariff so that they don’t give you a Faberge sickle.
