Threadripper should be better. All the same, 24 threads are not 8 threads.
Even on the topics you mentioned, the tasks differ greatly.
As a rule, if you need the fastest possible, it is better to take a desktop processor with the maximum frequency.
If you need the most productive, you should look towards server platforms so that there are more cores, the frequency is no longer so important.

For AI, you need to take specialized AI accelerator . They come in both CPU and GPU. Which one to choose depends on your budget, your tasks and the software you use.
