What is the best processor to buy for machine learning?

I do ml tasks and often have to wait a long time for data processing (large df, calculation of predictions, etc.).
Now I'm working on a medium computer with a core i5-4460 processor and I'm thinking of buying something more modern (faster).
What is the best processor to buy for machine learning?
I choose a processor in the price range of 25 thousand - 35 thousand.
AMD Ryzen Threadripper 1920X vs Intel Core i7-9700K Coffee Lake.
AMD has less frequency but more cache, is it better for ml tasks?
I don’t work closely with neural networks yet, so I plan to buy a video card later.

Threadripper should be better. All the same, 24 threads are not 8 threads.

Even on the topics you mentioned, the tasks differ greatly.
As a rule, if you need the fastest possible, it is better to take a desktop processor with the maximum frequency.
If you need the most productive, you should look towards server platforms so that there are more cores, the frequency is no longer so important.
Again, it is worth considering whether your task is well parallelized.
Since the task is not new, and you perform it regularly, it makes sense to turn on performance counters and watch the load - what it rests on.

For AI, you need to take specialized AI accelerator . They come in both CPU and GPU. Which one to choose depends on your budget, your tasks and the software you use.
Then it’s more profitable not to buy yet, but to rent in the cloud.

until you are going to solve several high-load tasks at the same time, bet on the frequency.
You will never succeed in parallelizing the sequence, and training cannot be parallel (in the most crowded out cases).
