How to determine what is not working?

Hi all.
I assemble the computer on the table.
The mother installed, connected the power supply, installed the processor, RAM, video card.
I close contacts.
The processor is warming up, the CPU cooler is working, the power supply cooler is spinning, the video card with coolers is spinning, some chips on the motherboard are heating up, the LEDs on the motherboard and vidyuhi are on, but the monitor connected to the video card (there is no built-in mother) does not react at all (yes, it is turned on in food, if anything).
I don't even know where to dig. I reset the BIOS, changed the RAM in places, rubbed it with an elastic band - to no avail.
Where to look? Where to dig? Tell. Which of these things might not work?

And what is the motherboard beeping about?
Or does she not squeak at all?
If there is no spare computer, which has obviously working parts, without the experience of diagnostics and tools, there is nowhere else to dig. Go to service.

It is possible to borrow a PCI card POST or put it there for a while, which would greatly facilitate the task.

You leave only bp, mother, percent, memory (one bar), video card (even turn off all sorts of USB from the front panel, but it’s better to do it on the table outside the case). You turn it on. Doesn't turn on? You try to throw off the bios, start _without memory_ at all. Does it squeak? Switch off, insert one memory. Did not help? Check in another slot. Try to throw another memory and video. Still no? Then most likely under warranty or service.
