Soft: Streamlink + VLC + OBS Studio .
Hardware: AMD FX or Ryzen, Core i5+ for desktops/Core i7 for laptops, video cards will not fail. Nvidia promises good coding on RTX vids and they are working with OBS on it, but it's not ready yet as far as I know.
