What happens if you stuff everything that is in the Title?
There is little content on the pages. This is
* Description of the picture - often even less than 30 characters. But sometimes there is a whole text up to 500 (the maximum length of the description is set strictly)
* Tags - they may or may not be at all. But they can stick up to a maximum of 50 pieces and each tag can contain a whole phrase or a short sentence
. That is, in the Title you can most often stuff everything that is, and this will be a complete description at least. Or the text of the entire description up to 500 characters and 50 tags each with 15 characters
. When the description comes first, the search engine can cut off everything that it does not need. For example a list of tags. And when the description is short, then the title can be "finished off" with tags.

Meta with keywords write that has not been taken into account for a long time. And the list of tags sometimes makes more sense than the description. I don't know where to put them...

It will be very bad - it will catastrophically dilute the relevance (BM25) of the title and cut off its contribution to the ranking.
One of the rules of SEO-optimization: Title should be from 30 to 80 characters.
so in the title the search engines have a limit on the length, so alas
