What happens if you change meta robots?

Please tell me if the page uses:
<meta name="robots" content="noindex,follow" />
And for example, in a week I expose:
<meta name="robots" content="index,follow" />
The page will appear in the search or the search engine will remember that the page should never be added to the index (skip)?

@Diversia

Prohibits indexing by search engines: <meta name="robots" content="noindex,follow" />
Allows indexing: <meta name="robots" content="index,follow" />
Answer: the site will appear in the search after 1-2 ups (issues)

It will appear if the search engine considers the page to be of sufficient quality, but not immediately, but after it finds out about its appearance and indexes it. It is worth using the tools of Yandex and Google webmasters (re-bypass pages in Yandex and look like Googlebot in Google - send for indexing).
