What framework / technology to choose for a web project?

Hello.
I have an idea and I have a fin. the opportunity to create your own project (educational), but unfortunately there is no experience in real development. To hire a team, I need to understand what is the best way to write a project. Therefore, I ask for help, so to speak, for a common outlook.
The task is as follows: there is a website :), and there is a server. As usual, in any online training project there are tasks / conditions, they must be validated on the server and return a value ....
Tell me what is the best way to write such projects at the moment?

To hire a team, I need to understand what is the best way to write a project.
This is the wrong premise. First you need to hire a team / person who will plan a competent architecture for you based on the requirements. And already under this specific architecture you will look for a command.
Well, or just immediately choose a team without looking at what technologies they use - what you described can be implemented on any stack equally badly and equally well.
It is advisable to look for people who understand what a startup and MVP are, so that it doesn’t turn out in a year that you finally released a product that no one needs.
And to save on the first step (formulation of requirements, architecture and roadmap'a) is impossible in any case. It is better to hire simpler programmers who implement a well-designed prototype imperfectly than to pay "specialists" for several months who will work without a vector. Of course, it may turn out that you will come across a really competent team, in which specialists will be without quotes, but hiring one architect for design is easier and cheaper.
Otherwise, you will throw your money into the void and get no result other than stuffed cones and bitter experience.

PS: A little bit of angular 2 for show off, and a front-end layout designer in the team to load with work. Now it's not fashionable to work without a frontend :)
