I'm afraid to upset, but this simplest "filter" is called a hand-drawn illustration . :D Paper, colored pencils and a black ball/gel pen. Maybe there are magic filters that will make any picture look like this on the button, but I don’t know them.
Use different brushes, in Photoshop there are crayons, charcoal, and others with a similar imitation of a pencil in the settings. But for an inexperienced person, this is longer and more difficult than drawing and photographing.
The easiest way is to overlay a paper texture. And the regular pencil drawing imitation filter in Photoshop is terrible, to be honest.
