Is it possible to connect the Impact font for free in case the user does not have it?

As far as I understand, it is paid and it is not available on google fonts.

You can, if you have the font on your hands, then generate a webfont from it, through a bunch of services that allow it (for example , https://www.fontsquirrel.com/tools/webfont-generator).
Then connect it as it is written in the instruction after its generation.
