What file system to choose for a 2.2 GB disk?

The university asked the following task: The size of the disk partition is 2.2 GB, what file system will be the most optimal for such a volume and why - FAT16, FAT32, NTFS?
Please help me figure it out, I'm confused :))))

depending on which OS. portable disk?
for win - ntfs, if you fumble between OS - fat32
