The need for social a network for transferring orders/instructions from the general director to regional directors, from regional directors to their subordinates. Main functionality: creating groups and/or forums, uploading and publishing media content (pictures, video, audio), the ability to control the implementation of projects (a project page showing the degree of implementation, responsible persons, etc.), a calendar with dates of important events, the ability to built-in functionality for regional directors to send SMS, emails and messages in VK and classmates to their subordinates.

The first thing that comes to mind is  1C-Bitrix Social networks and LiveStreet . On their basis, it is already possible to make the necessary missing features.

Judging by the requirements - you need not so much a social network - as Bitrix or Sharepoint correctly wrote above, but rather a solution for organizational and administrative workflow. And most likely, if there are orders and a commercial organization, then contractual document flow will also be required. Here the choice is wide. I forgot to say, it is desirable that the engine be Open-Source and free. If the engine is paid, then it is better that it be of domestic development. At this stage, official document management is not required, this is my personal initiative, if it gets good reviews, it can go as a means of official communication in our office. This is, firstly, a tool for the exchange of experience and ideas between employees both in the same region and between different regions, secondly, a way to transmit orders and instructions, and thirdly, the possibility of communication between the regional authorities and their subordinates (phone calls can drive anyone to suicide). , who needs to call more than 100 people, SMS and e-mail are not informative enough, but these tools should not be discounted either).

I took a closer look at "1C-Bitrix: Corporate Portal" quite interestingly, but at this stage we need a free analogue. And when the authorities realize the importance and necessity of such a product, it will be possible to pay money. "1C-Bitrix Social Networks" seems to be fine too, but it's not even clear how much they cost. Gingerbread intrigued, it would be necessary to study their functionality.
