What effects are used in this intro?

The closest I've seen "out of the box" is in Boris Continuum Complete (BCC), the Film Damage filter.
But it will still not be quite the same (there seems to be no separation of colors), so I would advise you to do it "by hand". There is nothing complicated about the effect.
The effect has three parts. Let's go through each:
1. The effect of random displacements.
The easiest way is to take the same Film Damage, but in "pure" AE you can just take the "Wiggle - position" animation preset (Presets\Behaviors). At the same time, there you can watch how expressions work in AE, which is extremely important if you want to develop in AE. In fact, if you have programming experience, you can make the whole effect through expressions. For the preset, you will need to add keys so that at first the expansion is strong, and then decreases to 0.
2. The effect of distortion.
There are many options here, from filters to the imposition of some kind of footage with noise.
I would go for the second way, because. will look more realistic. A selection of "Cinematist's DSLR Set" was posted on torrents - it has everything you need and even much more. You will need to create a nested sequence in which to impose noise in the multiplication mode, as well as in the layer distortion mode ("Displacement map").
3. Color separation.
Here the easiest option is to duplicate the layer twice, so that you get three identical layers.
On each, we slightly change the settings of the effects, so that at first they move differently, and by the end of the animation they merge into one whole.
Each layer is made of its own color - Namely, red, green, blue. For example, the Shift chanel filter.
For all layers, change the blending mode (Blending mode) to "Add". This will allow the colors to be added together so that by the end of the animation, when the layers are combined, they become white.
Something like that. It is quite possible that there is a ready-made filter for this effect (and probably it is in the mentioned set), but IMHO - it is more useful to be able to create a filter by hand. You can always add something of your own, not limited by the imagination of the creators of the filter.
