Is it possible to automatically create animations in After effects?

Is it possible to create automatically (without gui?) animations according to pre-prepared templates using After effects scripting tools.

For example:
You provide text, background, colors as input.
At the output, you get a finished animation (gif) with a substituted text / background and a given color scheme ,

that is, something like this , but automated.
