Order graphics from the artist or buy in stock?

So, in fact, for a long time there has been an idea about a project that is not small, but not super large either. Gradually things are moving forward. The main design (more precisely, its almost complete absence) is defined, it remains to figure out the little things. One of the little things is a symbol / talisman / recognizable_bullshit for the site. Suppose a dwarf is chosen as such a talisman. It will take about 20-25 illustrations with this gnome.
And here's the question.
In one of the photobanks I found a gnome that completely satisfies me, or rather a whole series. There are plenty to choose from. Under the standard license (which, it seems, the future project falls under), 20 vector images will cost about $120.
Is it normal practice to buy illustrations in photobanks, where, in fact, another hundred people can buy the same file and use it on another site? Or is it better to find an artist who, according to the description and examples, will draw something similar, but individual for a specific project?

There are a huge number of artists who, for $ 100, will draw what you need, moreover, the author's and in the right style. At the same time, these will not be freelance nonames, but rather well-known people in their circles. Offhand, which I know about:

Freelance certainly remains, but there the chance to find a good performer will tend to zero. I advise you to climb VK on the author's publics and find someone who will be to your liking.
