What download manager do you recommend?

Requires a download manager with the following features:
1) Batch download with the ability to specify the range in the link. For example, test.com/img/[01:20].jpg. Downloads all files starting from test.com/img/01.jpg and ending with test.com/img/20.jpg
2) Proxy support
3) You can specify the number of simultaneous downloads and preferably the interval between them
4) Preferably free and portable

This is done at the scripting level in PowerShell or in the Bash shell with seq.
