What does "technical literacy" mean at the sysadmin level?

In one company for a QA position, one of the requirements reads: ∙
"technical literacy (preferably at the level of a system administrator)"
The employer himself does not explain what he means by this.
I think this concept is quite broad.
1) Please explain what is included in this concept?
2) What would you yourself ask the candidate for this requirement?

When finding any bug, it is not just necessary to catch it, but try to describe the probable reasons for its appearance, for this it is _desirable_ to understand how programs work and it is natural to know the environment in which it is launched. Whatever it is, as an example, that you are sinning on a program (which is buggy), and the reason is in the database, which is not available due to the fact that there is no network

Perhaps the candidate should be able to use standard utilities in linux (such as grep, ping, awk), be able to work in the console in principle. In Windows, too, utilities, console. Understand a little about access rights, Windows domains, create users and other non-complicated technical skills. Know what an ip address is, a subnet mask, anything in general on networks. Describe the differences between the http protocol and https, something about tcp / ip. Well, etc., etc.
In general, the candidate should not ask "how to install excel?" and be able to use google.
