What does creating a developer account in a name other than my name entail?
Good day, I'm 17 years old, I want to get experience in publishing applications and their updates in the play market, I can create a developer account and link my father's data, the question is: how will this affect the future fate of the account? Will I be able to re-create an account (after paying in advance, of course)? Can they not approve the creation of an account due to a mismatch between the data in the Google account and passport data?

What's the problem? Register a google account for your dad - and that's it.
All data on the account can be changed later.
Advice, even if your developer account is not your personal account, Google even has a concept - a brand account (though, as I understand it, so far only for YouTube), but you can just have a regular acc. The logic here is simple - your business is not you, blocking your business for some kind of mistake should not hit you personally, since Google blocks all services at once and you will not like to lose access to documents, mail and a bunch of web services in which you link google authorization.
The same recommendation with other services such as facebook (many register on forums and sites through facebook). There is no need to tie everything to one central service, which has a brazen habit of punishing everyone and everything indiscriminately, and being silent by the support service.
