It happens. There are hundreds of digital agencies in my city of two million people (this can be checked by maps and company registration numbers). Most of them are real. So somewhere they take orders and make websites.
Lines on the first page of the search engine - 10. Therefore, more than half will be outside the 5th page. It doesn't matter how serious they are.
