Why are special characters converted to html entities in meta keywords?

Good afternoon!
The problem is the following, I set meta keywords for the page, when viewing the page code in the browser, you can see that special characters in keywords (quotes in my case) are converted into html entities.
The question is why is this happening? And wouldn't that be a problem for a page-indexing robot?

PS It is not an option to refuse special characters in keywords at all.

It's so good - quotes in the description will not break the code of the meta tag.

It will not, because search engines have not used keywords in ranking for a long time.
Then good luck with your SEO from the 2000s. With this approach, I advise you to definitely add sitemap.html to the site and purchase links to sape.
