What do you need to create an installable php application (local server for browser access)?

That is, you need a wrapper for php + mysql so that you can run them as a separate process on a specific port, for example 127.0.0.1:3888 , and so that this does not interfere with the standard server or XAMMP. I'm mainly interested in windows, but I'll be glad to be cross-platform.
I know this is common for java applications (Jira, Youtrack and a million more)
