WP+Apache+localhost gives Page URL Not Found any solution?

I am building a website on WordPress locally. When I go to the main page it says:

The requested URL /wp/blog/ was not found on this server.

According to other links, the same song, of course.
Similar problems are described, but they did not help me (or I'm doing something wrong):

Deleted htaccess, changed permalinks (set "arbitrarily" as in the picture, but then automatically put back on the "post name")

Put open-server.ru as a server. This way you will eliminate the problems associated with setting up the server.
