The project includes the creation of a website/platform where it is possible to download videos and create broadcasts, but not insert from youtube, etc.
How can all this be implemented, preferably in php, javascript, python? Maybe there are some libraries?

In your case - go to freelance and order there. Well, or find a team directly.
Creating such a platform is a task, at least for a small team of developers, whose level of knowledge is an order of magnitude higher than junior ones. And, judging by the wording of the question, I’ll assume that you didn’t even finish your studies until June.
