What do freelancers charge for when creating a WordPress site?

I want to order a site on WordPress, I'm looking for templates on the ThemeForest site. So I chose the theme I liked, installed it, tweaked the domain, everything works. Why do they take money for freelancers when they install these templates for 15-30k rubles?

Creating a site on WordPress in general does not imply a banal installation of a ready-made theme (which, however, also does not always go smoothly).
In most cases, this is a unique design + layout + implementation of the functionality, and for the full scope of these works, 15-30k is ridiculous money, for which not everyone will undertake to implement the task.
Well, in general, it's like an old joke.
The TV technician was called to fix the TV. He looked and suddenly hit the body with his fist - the TV started working. The master says “One hundred rubles from you” - “One hundred rubles for one blow?!!!!” - “The blow costs 1 ruble. 99 rubles for knowing where to hit.”

3. Not all templates from ThemeForest are easy to install, especially there are many problems with installing demo content. I made a comparison with installing a template from www.templatemonster.ru - there all templates are made according to the same standard and there is an auto-installer, but even they have a paid installation and configuration service. There are topics on TF where even an experienced installer will have to fiddle with the settings and instructions.

Some pictures do not compress, some do not prescribe the https protocol, plug-ins are full of holes or do not include CNC, about 20 nuances can be collected and criteria by which it will be clear whether the site is good or not.
On the same example of repairing the hodovka, I myself took and installed the shock absorbers, it turned out that the shock absorbers are good, but they always need to be compressed and decompressed several times in order to "pump". I did not do this and they only lasted 1.5 years. Who is the doctor here is to blame.
