Which CMS to choose for the site of the municipality?

Hello.
At the moment, there is a website of the municipality on UMI.CMS, we want to move away from it towards open solutions, to our north.
What is posted on the site:
1) news;
2) content pages (documents are usually laid out on them);
3) other news sections (they are analogous to the news feed with other names, located in different sections of the site).
What you need:
1) to implement the possibilities indicated above;
2) thoughtful structure of file storage;
3) a convenient file manager (definitely not like in WordPress, there are all sorts of extensions for it, but that's not it);
4) flexibility (you need to constantly adapt to all sorts of GOSTs and Federal Laws, for example, you need to have a version for the visually impaired);
5) the presence of a template for municipal and state. institutions (optional)
6) the ability to edit individual pages without entering the admin area (optional);
From all of the above, I'm waiting for your CMS options. The budget is very limited, so we are considering options only for open products that we can finalize ourselves, or with a small involvement of third-party developers for money.

MODX Revo. As for the version for the visually impaired: it seems to me that this issue is being resolved not by cms, but by css,
