What disclaimers should be on the site?

Often I began to see that on the sites at the bottom there is a mention that "we use cookies to collect information of a technical nature and process the IP address of your location. By continuing to use this site, you consent to the use of cookies."
And the link leads to a privacy policy on how this data is used. Question: is it now obligatory to put on all sites? And the warning and the policy? Is there anything else needed?

Look at the posts on Habré about the GDPR - General Data Protection Regulation (Regulation (EU) 2016/679), which comes into force on May 25, 2018. Relevant for sites and shops that work with personal data of EU citizens.
