What determines stable honest 60FPS?

I read that mostly from the video card, I have a geforce 1060 6GB I set
everything to the maximum - Ultra
But for some reason in games there are constantly jumps and drops to 30fps, on average 40-50 and it is noticeable on smoothness (Fallout4) The
Witcher 3 30- 33fps (although the game itself does not lag, it runs smoothly)
the rest of the i5-7400BOX configuration
8GB of RAM
True, I have a 2K monitor (2560x1440) maybe it still depends on this?

Depends almost always on the GPU. Do you want stable FPS?
Enable:
V-sync
Triple buffering
The load increases in proportion to the resolution of the monitor.
FPS drops appear in "difficult scenes". Buy a new video. Or turn off some effects, reduce anti-aliasing, etc. for each game individually.
8 GB of RAM is not enough for AAA games on ultra these days.

This vidyaha is not for 2K resolution, it has problems even with fullhd resolution in heaps of new and not so new games.
For 2k, in order to get stable 60fps on ultras, you need a gtx 1080ti / RTX 2080 , but even with them you will not have very little RAM, you need 16 gig.
