Why does a new computer slow down?

Hello. Bought a new computer with specs:

• Intel Core i7-8700 Processor
  
• NVIDIA GeForce GTX 1080
  
• 16 GB Corsair DDR4 @ 2 126 MHz
  
• 500 GB Samsung SSD 850 EVO
  
• Windows 10
  

I tried to play Split Second on it in split screen mode and the game slows down on high graphics settings! This is fine? How can a 2010 game slow down on such hardware?
PS.
PCMARK 10 gave a result of 6013 . Is it good or bad?

Are you playing at 4K? How exactly does it slow down? Friezes? Or low fps? What power supply do you have? What are the timings on the RAM (give a link to your memory, I'll tell you how to set it, is there another feeling that you don't plow at the maximum frequency and with long timings)? On full hd on ultra, all your games should give out 60+ fps except tom clancy wildlands.
msi afterburner, put in the EOS the GPU load, CPU load, RAM load, and frame rate. Look at what happens during the lags.

1. In the nvidia settings, set the video card to maximum performance mode.
2. In Windows, in the power supply, set the maximum performance mode.

Definitely, the game cannot slow down on such characteristics. There are several interesting questions here:
1. Did you check the temperature during the game?
2. Have you tried other games?
3. What power supply is holding this whole system?
4. During the game, did you check the load of the processor and video card?
