1 how much the base weighs
2 how many people work with it
3 what is the increase in the base for a week, month, quarter, half a year
4 what is the average load on the existing server, by cpu, RAM and disk
, after these data you can select a server

maybe you should start with an analysis of customer requirements? If this is a desk for 10 users and 100 postings per day - why do you need SAS / SSD?
Why do you think that "if the database, then the data will change often"? There are many scenarios in which the database is mainly used for reading.
